EXECUTIVE SUMMARY: ADOPTING THE FEDERAL MEDICAL ASSISTANCE "COMMUNITY FIRST CHOICE" OPTION IN PA: CONSIDER THE SAVINGS

What does home care have in common with PA's children?

More than you realize!

Times are tough as Pennsylvania's budget crisis looms, cuts are being made in funding to our schools and services for people with disabilities and seniors. But did you know Governor Corbett has the power to immediately bring over $100.7 back into PA's budget RIGHT NOW? By Implementing the Community First Choice Option (CFCO), millions in revenue can be immediately put back into our state budget to fund education to invest in Pennsylvania's children including those with special needs. The CFCO gives PA the unique opportunity to cut costly spending on long term care by allowing more seniors and persons with disabilities to access cost effective community based care services and supports.

FACTS

There are 80,797 people with disabilities and seniors receiving long term care in expensive nursing home settings. Many of whom do not require this costly level of care. They prefer services in their own homes.

Implementing the CFCO will:

  • Save an average of $31,920 per month per recipient
  • Generate $10-11 million per year in revenue for PA because the Federal Government will reimburse a greater share of the cost of home based care.
  • If PA moved over a period of four years to provide half of all long-term care in the community, it would save $1.5 Billion.
  • Even if start-up administrative costs were high, PA could still save $100.7 million in the first year of CFC option implementation.
Call the Governor at (717) 787-2500 and tell him to implement the CFCO.
