Thomas Earle

Thomas H. Earle, a Pennsylvania licensed attorney, has been involved in the legal rights of people with disabilities since 1992. He works with Liberty Resources, Inc. (LRI) as Chief Executive Officer and worked previously with the Disabilities Law Project (now the Disability Rights of Pennsylvania) as an attorney representing people with disabilities in federal discrimination cases, and then as the ADA Project Manager, coordinating the enforcement of disability rights under the Americans with Disabilities Act across Pennsylvania.

Tom served as the chairperson of the Philadelphia Bar Association’s Legal Services to Persons with Disabilities Committee from 1998-2001. He litigated numerous cases involving children and adults with mental and/or physical disabilities in the areas of employment discrimination, private and public housing discrimination, and improving accessibility in places of public accommodation, including electronic access to voting machines and ATM banking devices, and public transportation.

In 2003, Tom became LRI’s CEO, a position he has held for over thirteen years. In 2009, Tom was inducted into the Pennsylvania Statewide Independent Living Council’s Hall of Fame, and in 2013, after serving on the Philadelphia Commission on Human Relations for 5 years, he was appointed Chairperson of the Commission by Mayor Michael Nutter, and serves the City in that role under Mayor James Kenney.

Among his affiliations, Tom is an active member and supporter of ADAPT, Beat the Streets of Philadelphia, and served on Governor Tom Wolf’s transition team for the Department of Human Services. Tom has also worked with SEIU, 1199C, and AFSCME, labor organizations locally and nationally to improve the quality of homecare workers through trainings, improved living wages, and healthcare benefits. He has also played a pivotal role in innovative housing initiatives in Philadelphia, including the city’s first Housing Trust Fund, and most recently, the Land Bank Ordinance, both of which will increase affordable and accessible housing units for seniors and people with disabilities.
